December 17, 2019

The December 17, 2019 Regular Board meeting was called to order at 9:00 a.m. by Board Chair Cody Rogahn with the following members present:  Commissioners Paul Gerde, Larry Lindor, Nan Haggerty and Gordy Wagner.  Kersten Kappmeyer, County Coordinator and Neil Nelson, County Attorney were present.

On motion by Gerde, seconded by Lindor and unanimously carried, the Board approved the agenda as presented.

On motion by Wagner, seconded by Haggerty and unanimously carried, the Board approved the official proceedings for December 3, 2019.

On motion by Gerde, seconded by Haggerty and unanimously carried, the Board approved the Truth-in-Taxation minutes from December 5, 2019.

Cody Rogahn, Board Chair read Pope County Resolution 201955 recognizing the long-term service of employee, Loren Lukes, Facilities Director, Facilities-Maintenance Department.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board approved Resolution 201955 recognizing the long-term service of Loren Lukes and thanking him for his 13 years of service to Pope County.

On motion by Gerde, seconded by Haggerty and unanimously carried, the Board certified the purchase of land by the U.S. Fish and Wildlife Service from Paul and Jane Engene, Grove Lake Township, Parcel 10-0014-000 as presented and authorized the Chair to sign documentation consistent with that decision.

Lori Vaadeland, HRA Board Chair presented Consider Resolution 201957, Approving the 2020 Pope County HRA Budget and Levy amount.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board approved Pope County Resolution 201957, approving the 2020 Pope County Housing and Redevelopment Authority Budget and corresponding levy amount of $330,000 as presented.

Brian Giese, County Engineer presented Final Payment – SP 061-619-010 and 2020 Road and Bridge Equipment Rate Schedule.  On motion by Wagner, seconded by Haggerty and unanimously carried, the Board accepted the work associated with SP 061-619-010 as complete and authorize the final payment to Riley Brothers Construction, Inc. of Morris, MN in the amount of $132,822.56.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board adopted the 2020 Road and Bridge Equipment rate schedule as presented.

Holly Kovarik, Pope County Soil and Water Conservation District presented Consider Resolution 201956 Honoring Kaley Poegel as Minnesota Association of Soil and Water Conservation Districts Teacher of the Year for 2019.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board adopted Resolution 201956 honoring Kaley Poegel as Minnesota Association of Soil and Water Conservation Districts Teacher of the Year for 2019. 

Mike Wacker, County Assessor presented Clerical Change Notice Annual Report.  No action was taken, informational only.

David Green, Land and Resources Director presented Conditional Use Permit:  Expand on Existing Feedlot: Applicant: Select Genetics and Consent Agenda:  Annual Solid Waste Haulers Licensing.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board approved the conditional use permit with the conditions identified and based upon the findings as established by the Planning Commission for the feedlot, located at Part of the Northeast Quarter (NE ¼) of the Southwest Quarter (SW ¼), Section 17, Township 124 (Barsness), Range 38.  On motion by Wagner, seconded by Haggerty and unanimously carried, the Board authorized the Chair to execute and sign the Solid Waste Collection and Transportation Licenses for Alex Rubbish & Recycling Inc., Engebretson Sanitary Disposal Service, Inc., Mattheisen Disposal Inc., Waste Management and West Central Sanitation Inc.

Duane Krautbauer, Fiscal Officer presented Human Services Bills and Reports.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board approved the Human Services bills in the amount of $218,371.54.

Stephanie Rust, Auditor-Treasurer presented Revised Obenland and Nelson Contract; Resolution 201964 to Authorize Auditor-Treasurer to Pay Certain Claims; November 2019 Trial Balance and Fund Balance Analysis; Year End Journal Entries and Transfers and Pay Bills and Supplemental Bills.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board approved the Professional Services Contract between Pope County and Obenland and Nelson.  On motion by Haggerty, seconded by Lindor and unanimously carried, the Board approved Resolution 201964 delegating authority to the Auditor-Treasurer to pay certain claims as presented.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board approved the November 2019 Trial Balance and Fund Balance Analysis.  On motion by Wagner, seconded by Haggerty and unanimously carried, the Board approved journal entries and transfers and directed the Auditor-Treasurer’s Office to make any year-end adjustments and transfers as needed.  On motion by Haggerty, seconded by Gerde and unanimously carried, the Board approved the payment of bills of $278,550.01 plus supplemental bills of $11,881.33 totaling $290,431.34.

Tim Riley, Sheriff presented Pope County Emergency Operations Plan.  On motion by Lindor, seconded by Gerde and unanimously carried, the Board approved the Pope County Emergency Operations plan.  It is a requirement that the County’s Emergency Operations plan is approved by the County Board on a yearly basis.  

Kersten Kappmeyer, County Coordinator presented Set 2020 Pope County Fee Schedule; Probation Department Job Descriptions, Pay Scale Approval; 2020 Non-Union Pay Schedule and Salaries – Resolution 201958; Consider Resolution 201959 Setting County Sheriff Salary for 2020; Consider Resolution 201960 Setting County Attorney Salary for Year 2020; Consider Resolution 201961 Setting County Auditor-Treasurer Salary for Year 2020; Consider Resolution 201962 Setting County Recorder Salary for 2020; Consider Resolution 201963 Setting County Commissioner Compensation for 2020 and Consider Resolution 201965 Setting Pope County Final Budget and Levy for Year 2020.  On motion by Haggerty, seconded by Gerde and unanimously carried, the Board adopted the 2020 fee schedule for Pope County and modifications to Land and Resource permitting forms and with minor corrections as presented.  On motion by Wagner, seconded by Lindor and unanimously carried, the Board approved the Probation Department’s job descriptions and placement on the County’s pay scale effective January 1, 2020.  On motion by Gerde, seconded by Lindor and unanimously carried, the Board approved Resolution 201958 setting the 2020 Pope County Non-Union pay schedule.  

The Board recessed at l0:34 a.m. for a short break, and reconvened again at l0:41 a.m.

A motion was made by Gerde, seconded by Wagner to approve Resolution 201959 to set the County Sheriff’s Salary for 2020 at $114,400.  A motion to amend the main motion was then made by Lindor, seconded by Haggerty to instead approve the Resolution to set the County Sheriff’s Salary for 2020 at $113,000, which by the following vote:  Ayes:  Lindor, Haggerty, Rogahn; Nays:  Gerde, Wagner carried.  The amended motion to approve the Resolution to set the Sheriff’s salary at $113,000 for 2020 was then considered, which by the following vote:  Ayes:  Lindor, Rogahn; Nays: Gerde, Haggerty, Wagner failed.  A new motion was then made by Gerde, seconded by Wagner to approve Resolution 201959 to set the County Sheriff’s Salary for 2020 at $114,000, which carried unanimously.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board adopted Resolution 201960 setting the salary for the Pope County Attorney for 2020 at $95,720.  On motion by Haggerty, seconded by Wagner and unanimously carried, the Board adopted Resolution 201961 setting the salary for the Pope County Auditor-Treasurer for 2020 at $80,000.  On motion by Gerde, seconded by Lindor and by the following vote:  Ayes:  Lindor, Rogahn, Gerde, Wagner; Nays:  Haggerty, the Board adopted Resolution 201962 setting the salary for the Pope County Recorder for 2020 at $65,000.  On motion by Gerde, seconded by Lindor and unanimously carried the Board adopted Resolution 201963 setting its compensation for Year 2020 as follows $22,000.00 per year for each Pope County Commissioner, cafeteria plan benefits consistent with those extended to other Pope County employees, a Per Diem rate of $70.00, and mileage reimbursement at the prevailing Federal rate.  On motion by Wagner, seconded by Lindor and unanimously carried, the Board set Regular Board Meetings to be held on the 1st and 3rd Tuesday of each month, and Committee of the Whole (COW) meetings to be held on the 2nd Tuesday of each month, with the exception of the December COW meeting which shall be held on December 11, 2020.  A motion was made by Gerde to adopt Resolution 201965 setting the final budget for year 2020 as $19,630,537 and the local levy for 2020 as $9,304,467, a 1.35% decrease over 2019, which failed for a lack of a second.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board adopted Resolution 201965 setting the final budget for year 2020 as $19,687,128 and the local levy for 2020 as $9,361,058, a 0.75% decrease over 2019.

Informational updates on various meetings and events were given by the County Commissioners.

Board Chair Rogahn adjourned the meeting at 12:10 p.m.
