September 21, 2021

The September 21, 2021 Regular Board meeting was called to order at 9:00 a.m. by Board Chair Paul Gerde with the following members present:  Commissioners Nan Haggerty, Larry Lindor, Cody Rogahn and Gordy Wagner.  Kersten Kappmeyer, County Administrator and Neil Nelson, County Attorney were present.

On motion by Rogahn, seconded by Haggerty and unanimously carried, the Board approved the agenda as presented, with the addition of two items:  Board Item #14  Closed Session:  Attorney-Client Privilege to Authorize Communication on Legal Claims or Proposals Related to Real Estate at 10 1st St NE, Glenwood pursuant to Minn. Stat. 13D.05(b) and (c)(3) and Board Item #15 Closed Session:  Confidential briefing and communication on labor negotiation strategy pursuant to Minn. Stat. 13D.03

On motion by Wagner, seconded by Lindor and unanimously carried, the Board approved the official proceedings for September 7, 2021 as presented.

Brian Giese, County Engineer presented Highway Monthly Report (informational); Equipment Purchase for 2022 – Wheel Loader; Final Project and Payment Approval – SAP 061-618-034 and Final Project and Payment Approval for – CP 2021:24.  On motion by Lindor, seconded by Haggerty and unanimously carried, the Board approved the purchase of a 2021 John Deere 644P articulating wheel loader from RDO Equipment Co. of Sauk Rapids, MN as specified in the amount of $158,635.12 after trade allowance for two existing wheel loaders.  On motion by Rogahn, seconded by Wagner and unanimously carried, the Board accepted the work performed under SAP 061-618-034 as complete and authorized the final payment to Riley Bros. Construction, Inc. in the amount of $13,202.44.  On motion by Rogahn, seconded by Haggerty and unanimously carried, the Board accepted the work performed under CP 2021:24 as complete and authorized the final payment to Morris Sealcoat and Trucking in the amount of $127,433.91.

Jackie Stevens, Human Resources Director presented Unpaid Leave Request for a Pope County Employee.  On motion by Lindor, seconded by Rogahn and unanimously carried, the Board approved the Unpaid Leave Request for a Pope County Employee.  

Duane Krautbauer, Fiscal Officer presented Human  Services Bills and Reports.  On motion by Rogahn, seconded by Haggerty and unanimously carried, the Board approved the Human Services Bills in the amount of $106,461.00.

Stephanie Rust, Auditor-Treasurer presented August 2021 Trial Balance and Fund Balance Analysis; Auditor Bills – August 11 – September 14, 2021 (information) and Pay Bills and Supplemental Bills.  On motion by Rogahn, seconded by Haggerty and unanimously carried, the Board approved the August 2021 Trial Balance and Fund Balance Analysis.  On motion by Lindor, seconded by Wagner and unanimously carried, the Board approved the payment of bills of $71,751.16 plus supplemental bills of $1,892.33 totaling $73,643.51.

Kersten Kappmeyer, County Administrator presented Consider Resolution 202131 Setting the Preliminary Budget and Levy for 2022, and Setting the Truth in Taxation Meeting Date; Discussion of Pope County’s Ongoing Response to COVID-19 Pandemic; Closed Session:  Attorney-Client Privilege to Authorize Communication on Legal Claims or Proposals Related to Real Estate at 10 1st St NE, Glenwood pursuant to Minn. Stat. 13D.05(b) and (c)(3) and Closed Session:  Confidential briefing and communication on labor negotiation strategy pursuant to Minn. Stat. 13D.03.  On motion by Wagner, seconded by Lindor and unanimously carried, the Board adopted Resolution 202131 setting a 2022 preliminary levy of $9,714,934, a 6.99% adjustment over year 2021, and set the related Truth in Taxation hearing date on December 2, 2021 at 6:00 p.m. in the County Courthouse.

Informational updates on various meetings and events were given by the County Commissioners.

On motion by Lindor, seconded by Rogahn and unanimously carried, the Board went into a closed session at 11:38 a.m. to discuss attorney-client privilege to authorize communication on legal claim or proposals related to real estate at 10 1st Street NE, Glenwood pursuant to Minn. Stat. 13D.05(b) and (c)(3) and confidential briefing and communication on labor negotiation strategy pursuant to Minn. Stat. 13D.03.  On motion by Wagner, seconded by Rogahn, and unanimously carried, the Board concluded the closed session and resumed the public meeting at 12:19 p.m.

Board Chair Gerde adjourned the meeting at 12:20 p.m.
