NOTICE OF PUBLIC MEETING AND PUBLIC HEARINGS

This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, May 26th, 2022 beginning at or about 6:00 pm or shortly thereafter in the Pope County Courthouse to consider the following agenda items:  

• Review meeting minutes from April 28th, 2022 PAC meeting.

1. Conditional Use hearing on the application by Dave Schirmers, if granted would allow applicant to establish a campground in a Shoreland-Recreational Development (S-RD) zoning district per Section 4.3.2.C of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of Government Lot 2, Section 24, Township 126 (Leven), Range 37, Pope County, Minnesota.

2. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application for a campground.

1. Interim Use hearing on the application by Chris Strom, if granted would allow applicant to locate recreational vehicle for intermittent use for more than 90 days in a Shoreland-Natural Environment (S-NE) zoning district per Section 10.15.B.3 of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 2, Adolphsen’s Lakeshore Addition, Section 13, Township 126 (Leven), Range 37, Pope County, Minnesota.

2. Public Hearing: A public hearing will be held to receive comments regarding the interim use permit application to locate a recreational vehicle for more than 90 days.

3. Conditional Use hearing on the application by David Wrolson, if granted would allow applicant to locate a non-farm residence in a Non-Intensive Agriculture (A-1) zoning district per Section 6.3.G of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Southwest Quarter (SW¼) of the Southwest Quarter (SW¼), Section 30, Township 126 (Leven), Range 37, Pope County, Minnesota.

4. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application for a non-farm residence.

5. Conditional Use hearing on the application by Phillip and Linette Scharmer, if granted would allow applicant to construct an accessory storage structure greater than 1100 square feet in a Shoreland-Natural Environment (S-NE) zoning district per Section 4.6.13.A.1 of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 3, Block 1, Camp Lake Estates, Section 25, Township 125 (Glenwood), Range 38, Pope County, Minnesota.

6. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application to construct an accessory structure greater than 1100 square feet.

7. Conditional Use hearing on the application by Lynn & Lisa Peterson, if granted would allow applicant to operate commercial storage units in an Agriculture Protection (A-2) zoning district per Section 7.3.M of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Northwest Quarter (NW¼) of the Southwest Quarter (SW¼), Section 6, Township 124 (Chippewa Falls), Range 37, Pope County, Minnesota.

8. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application for commercial storage units.

9. Conditional Use hearing on the application by David and Pamela Foster, if granted would allow applicant to construct an accessory storage structure greater than 1100 square feet in a Shoreland-General Development (S-GD) zoning district per Section 4.6.13.A.1 of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of Government Lot 1, Section 36, Township 125 (White Bear Lake), Range 39, Pope County, Minnesota.

10. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application to construct an accessory structure greater than 1100 square feet.

11. Proposed Ordinance Amendment Discussion: Section 10.3.6 Non-Confinement Feeding Areas. The Planning Advisory Commission will review a proposed amendment to the text of the zoning ordinance that relates to this section. 

Public participation by interested parties and citizens will include an opportunity to:

1) submit written concerns and comment prior to the scheduled meeting.  All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;

2) submit concerns and comments via Pope County’s Public Comment web map (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f) 

3) review the staff prepared report via Pope County website;

4) observe and/or participate in the proceedings of the Planning Advisory Commission meeting.
