OFFICIAL PROCEEDINGS POPE COUNTY BOARD OF COMMISSIONERS REGULAR BOARD MEETING TUESDAY, MAY 3, 2022

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, May 3, 2022 at 9:00 AM at the Pope County Courthouse, 3rd Floor Meeting Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:05 AM by the Chair Larry Lindor, with the following other members present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner. Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were also present. The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for April 19, 2022 was presented by the Board Chair. Motion to approve the agenda, made by Wagner and seconded by Gerde, Carried Unanimously. Motion to approve the Official Proceedings for April 19, 2022, made by Haggerty and seconded by Rogahn, Carried Unanimously.

Highway Department Monthly Report; Accept Project and Authorize Final Payment – CP 061-021-003; and Set Public Hearing Date and Time per Minn. Stat. § 160.22 on Potential Vegetation Impacts Associated with CSAH 17 Reconstruction Project was presented by Brian Giese, Engineer. The Highway Department Monthly Report was received as an informational item. Motion to accept CP 061-021-003 as complete and authorize the final payment to Mark Lee Excavating in the amount of $154,145.50, made by Rogahn and seconded by Gerde, Carried Unanimously. Motion to set a public hearing on June 14, 2022, beginning at 9:30 or as soon thereafter as can be heard in accordance with Minnesota Statute § 160.22 to discuss potential vegetation impacts associated with the County State Aid Highway 17 reconstruction project located approximately 1.8 miles northeast of CSAH 18 and continuing northeasterly to the intersection with Pezhekee Road, made by Wagner and seconded by Rogahn, Carried Unanimously.

Consider Resolution 202220 Supporting PrimeWest Health as the Single Source Managed Care Organization for MSHO, MSC+, AND SNBC in Pope County; Consider Resolution 202221 Proclaiming May 6, 2022 as Child Care Provider Appreciation Day in Pope County; Consider Donation per Policy and Statute of Obsolete Surplus Information Technology Assets; Authorize Extension of Sublease for 24 Minnesota Avenue East, Glenwood, through August 31, 2022; and Authorize Publication to Solicit Applications for Sauk River Watershed Manager were presented by Kersten Kappmeyer, Administrator. Motion to adopt Resolution 202220 supporting Prime West Health as the single source managed care organization for Minnesota Senior Health Options, Minnesota Senior Care Plus, and Special Needs Basic Care programs in Pope County, made by Rogahn and seconded by Wagner, Carried Unanimously. Motion to adopt Resolution 202221 Proclaiming May 6, 2022 as Child Care Provider Appreciation Day in Pope County. This motion, made by Haggerty and seconded by Gerde, Carried Unanimously. Motion to approve donation of identified surplus Information Technology property, namely obsolete desktop computer units, to New Hope for Used Computers c/o Hope Community Church-Minnewaska Area as presented. This motion, made by Rogahn and seconded by Wagner, Carried Unanimously. Motion to authorize the County Administrator to execute an extension of the County’s sublease of 24 Minnesota Avenue East in Glenwood from American Business Forms, Inc. through August 31, 2022. This motion, made by Gerde and seconded by Wagner, Carried Unanimously. Motion to authorize publication to solicit applications for the Pope County position on the Sauk River Watershed District Board of Managers, with an application deadline of June 13, 2022, and intent to appoint at the June 21, 2022 Board meeting. This motion, made by Rogahn and seconded by Gerde, Carried Unanimously.

Pay Bills & Supplemental Bills was presented by Stephanie Rust. Motion to approve payment of bills totaling $448,281.19. This motion, made by Rogahn and seconded by Gerde, Carried Unanimously.

Approval of the Per Diem Expense Reports was presented by Board Chair. Motion to enter the Per Diem

Expense Reports into the record. This motion, made by Gerde and seconded by Wagner, Carried Unanimously.

County Attorney, Administrator, and Commissioner Updates were received by the County Board.

There being no other business before the Board, the meeting was adjourned by Chair Lindor at 10:28
