This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, August 25th, 2022 beginning at or about 6:00 pm or shortly thereafter in the Pope County Courthouse to consider the following agenda items:  

• Review meeting minutes from July 28th, 2022 PAC meeting.

• Old Business

1. Interim Use hearing on the application by Hancock Concrete Glenwood Pit, if granted would allow applicant to expand an existing aggregate (gravel) mining operation in a Non-Intensive Agriculture (A-1) zoning district per section 6.4.C. and 10.2 of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the East Half (E½) of the Southwest Quarter (SW¼), Section 5, Township 125 (Glenwood), Range 37, Pope County, Minnesota.

2. Conditional Use hearing on the application by Dave Schirmers, if granted would allow applicant to establish a campground in a Shoreland-Recreational Development (S-RD) zoning district per Section 4.3.2.C of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of Government Lot 2, Section 24, Township 126 (Leven), Range 37, Pope County, Minnesota.

• New Business

1. Environmental Assessment Worksheet (EAW): To be reviewed with recommendation submitted for Board consideration.  Project is a proposed expansion of the Glenwood Gravel Pit by Hancock Concrete Products, LLC. Location is described as Part of the East Half (E½) of the Southwest Quarter (SW¼), Section 5, Township 125 (Glenwood), Range 37, Pope County, Minnesota.  

2. Conditional Use hearing on the application by Jeremy Walker, if granted would allow applicant to construct a new feedlot in a Non-Intensive Agriculture (A-1) zoning district per Section 6.3.O. of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of Government Lot 2 and 3, Section 12, Township 126 (Leven), Range 37, Pope County, Minnesota.

3. Public Hearing: A public hearing will be held to receive comments regarding the conditional use permit application to construct a new feedlot.

4. Discussion Item regarding enabling legislation Minnesota Statute Chapters 394 and 462 and impact of Pope County and Glenwood Township exercising those enabled authorities.

Public participation by interested parties and citizens will include an opportunity to:

1) submit written concerns and comment prior to the scheduled meeting.  All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;

2) submit concerns and comments via Pope County’s Public Comment web map (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f) 

3) review the staff prepared report via Pope County website;

4) observe and/or participate in the proceedings of the Planning Advisory Commission meeting.
