Official Proceedings Pope County Board of Commissioners Regular Board Meeting Tuesday, April 19, 2022
The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, April 19, 2022 at 9:00 AM at the Pope County Courthouse, 3rd Floor Meeting Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order by the Chair Larry Lindor, with the following other Board Members present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner. Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were also present. The Pledge of Allegiance was recited.
Approval of Agenda and Approval of Official Proceedings for April 5, 2022 were presented by the Board Chair. Motion to approve the agenda as amended, adding Item 26, Consider Appointment for Extension Committee for District 4, made by Gerde and seconded by Rogahn, Carried Unanimously.
Motion to open Public Hearing on Adoption of County Commissioner Districts per Minn. Stat. section 204B.135, made by Rogahn and seconded by Haggerty, Carried Unanimously. The Public Hearing was opened at 9:04 a.m. The County’s plan to maintain present Commissioner Districts after receiving Census data for 2020 and assuring statutory compliance was presented. Public comment was solicited by the Board Chair on the plan or any alternative plans, but none was offered. Motion to close Public Hearing, made by Rogahn and seconded by Wagner, Carried Unanimously. The Public Hearing was closed at 9:08 a.m.
Consider Resolution 202215 Adoption of County Commissioner Districts was presented by Kersten Kappmeyer, Administrator. Motion to approve 202215 Adopting County Commissioner Districts, reestablishing the same existing districts after receiving the 2020 Census data, made by Rogahn and seconded by Gerde, Carried Unanimously.
Land Use Ordinance Amendments: Section 2.2, Section 6, Section 7 and Section 8, as Resolutions 202216, 202217, and 202218; Conditional Use Permit: Reinstatement (Litwiller); 2021 Annual CFO Report to MPCA; AIS Grant: Grove Lake Lakeshore Association; and Out of State Travel – Land and Resource Management were presented by David Green, Land & Resource Management Director. Motion to approve Resolution 202216 amending the text relating to Section 2.2 Definitions of the Pope County Land Use Controls Ordinance, made by Gerde and seconded by Haggerty, Carried Unanimously. Motion to approve Resolution 202217 amending the Land Use Controls Ordinance text relating to Sections 6 and 7 on permittable uses in agricultural zoned districts made by Haggerty and seconded by Gerde, Carried Unanimously. Motion to approve Resolution 202218 amending the Land Use Controls Ordinance Section 8, relating to performance standards and permittable uses in a commercial or industrial zoning district, made by Gerde and seconded by Wagner, Carried Unanimously. Motion to approve of the reinstatement of CUP #21314 (Litwiller). This motion, made by Rogahn and seconded by Wagner, Carried Unanimously. Motion to authorize the Chair to sign the 2021 County Feedlot Officer Annual Report to MPCA, made by Wagner and seconded by Rogahn, Carried Unanimously. Motion to approve of AIS funding request by Grove Lake Lakeshore Association for watercraft inspection in the amount of $5,904 from the county’s AIS Prevention Aid Fund, made by Gerde and seconded by Haggerty, Carried Unanimously. Motion to approve of out of state travel for Land Use Specialist Ralph Hanson to attend the Upper Midwest Invasive Species Conference in Green Bay, Wisconsin, made by Wagner and seconded by Haggerty, Carried Unanimously.
Out of State Travel – County Commissioner was presented by the Board Chair. Motion to approve out of state travel by Commissioner Lindor to Adams County, Colorado for the purposes of the summer 2022 National Association of Counties convention, made by Rogahn and seconded by Haggerty, Carried Unanimously.
Approve Highway Contract – CP 061-022-001 was presented by Brian Giese, Engineer. Motion to award a contract to Mark Lee Excavating, Inc of Alexandria, Minnesota in the amount of $350,245.00 for the construction of CP 061-022-001, made by Rogahn and seconded by Wagner, Carried Unanimously.
Church of St. John Nepomuk – Application to Conduct Excluded Bingo and Raffle August 14, 2022; Church of St. John Nepomuk – Application and Permit for a One Day On Sale Liquor License August 14, 2022; Tax Abatement – Parcel 10-0301-000 – Taxes Payable 2022; Tax Abatement – Parcel 21-0087-000 – Taxes Payable 2021; Tax Abatement – Parcel 21-0087-000 – Taxes Payable 2022; March 2022 Trial Balance and Fund Balance Analysis; 1st Quarter 2022 Journal Entries and Billing; 1st Quarter 2022 Revenue Expenditure Budget Report; Auditor Bills – March 9 – April 12, 2022; and Pay Bills and Supplemental Bills was presented by Stephanie Rust, Auditor/Treasurer. Motion to approve application of Church of St. John Nepomuk to Conduct Excluded Bingo and Raffle on August 14, 2022, made by Haggerty and seconded by Wagner, Carried Unanimously. Motion to approve the application and permit of Church of St. John Nepomuk for a One Day On Sale Liquor License on August 14, 2022, made by Rogahn and seconded by Gerde, Carried Unanimously. Motion to approve the 2022 tax abatement in the amount of $2,015.24 for Catherine Thoen on Parcel #10-0301-000, made by Gerde and seconded by Wagner, Carried Unanimously. Motion to approve the 2021 tax abatement in the amount of $294.00 for Sara Swanson on Parcel #21-0087-000, made by Haggerty and seconded by Gerde, Carried Unanimously. Motion to approve the 2022 tax abatement in the amount of $304.00 for Sara Swanson on Parcel #21-0087-000, made by Rogahn and seconded by Wagner, Carried Unanimously. Motion to approve the March 2022 Trial Balance and Fund Balance Analysis, made by Wagner and seconded by Rogahn, Carried Unanimously. Motion to approve the 1st Quarter 2022 Journal Entries and Billing, made by Haggerty and seconded by Gerde, Carried Unanimously. Motion to approve the 1st Quarter 2022 Revenue Expenditure Budget Report, made by Rogahn and seconded by Wagner, Carried Unanimously. Auditor Bills – March 9 – April 12, 2022 was presented as an informational update. Motion to approve payment of bills of $403,666.33 plus supplemental bills $1,847.04, for a total of $405,513.37, made by Rogahn and seconded by Haggerty, Carried Unanimously.
Authorize Acceptance of Quote for Annex Parking Lot and Fire Line Repair was presented by Kersten Kappmeyer, Administrator. Motion to authorize acceptance of the quote for repair of the fire line and associating paving repairs in the amount of $8,800 as submitted by Ferguson Brothers of Alexandria as presented, made by Rogahn and seconded by Gerde, Carried Unanimously.
New County Letterhead and Business Cards was presented as an informational item by Bryan Gates, Information Technology Director.
Consider Resolution 202219 Proclaiming County Government Appreciation Day was presented by Kersten Kappmeyer, Administrator. Motion to adopt Resolution 202219, proclaiming April 26, 2022 County Government Appreciation Day, and to recognize the role of County government and service of County employees and officials to the community, made by Gerde and seconded by Haggerty, Carried Unanimously.
The Board Chair recessed the meeting at 10:30 a.m., and was called back to order by the Chair at 10:38 a.m.
Consider Appointment for Extension Committee for District 4 was presented by the Board Chair. Motion to appoint Marissa Paulzine as District 4 representative for the County Extension Committee, made by Rogahn and seconded by Haggerty, Carried Unanimously.
County Attorney, Administrator, and Commissioners Updates were received by the County Board.
Authorize Child Care Provider Grant Program was presented by Kersten Kappmeyer, Administrator, and Jason Murray, Pope County HRA-EDA Director. Motion to authorize the Pope County Child Care Provider Grant Program, with funding to be provided from ARPA funds in the amount of up to $500,000, and grant awards to be issued later to successful applicants in the final discretion of the Pope County Board, made by Haggerty and seconded by Rogahn, Carried Unanimously.
There being no other business before the Board, the meeting was adjourned by Chair Lindor at 11:28 a.m.
