Official Proceedings Pope County Board of Commissioners Regular Board Meeting Tuesday, June 7, 2022 

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, June 7, 2022 at 9:00 AM at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order by the Chair, Larry Lindor, with the following Board Members present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner.  Kersten Kappmeyer, County Administrator, was not present; Neil Nelson, County Attorney was present.  The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for May 17, 2022 were presented by the Board Chair.  Motion to approve the agenda, made by Haggerty and seconded by Gerde, Carried Unanimously.  Motion to approve the Official Proceedings for May 17, 2022, made by Rogahn and seconded by Haggerty, Carried Unanimously.

Request for Certification of Wetland Easement from US Fish and Wildlife Service (Henriksen, Grove Lake Township) was presented by Blair Mace, US Fish and Wildlife Service.  Motion to certify requested wetland easement from US Fish and Wildlife Service on 71.1 acres in Section 34 of Grove Lake Township owned by Jeffrey and Mary Henriksen of Brooten, made by Rogahn and seconded by Haggerty, Carried Unanimously.

Highway Department Monthly Update, Approve Final Payment – CP 2022-79, and Consider Resolution 202226 Requesting Variance from Standard for State Aid Operation for SAP 061-617-012 were presented by Brian Giese, Engineer.  Motion to accept project 2022-79 as complete and authorize final payment to Joe Riley Construction in the amount of $19,495.13, made by Gerde and seconded by Rogahn, Carried Unanimously.  Motion to rescind Resolution 202223 dated May 17, 2022 and adopt Resolution 202226 requesting a variance from standard for state aid operation for SAP 061-617-012, made by Gerde and seconded by Rogahn, Carried Unanimously.

Consider Resolution 202227 Approving the Sauk River Comprehensive Watershed Management Plan 2022 was presented by Cody Rogahn, Board Member.  Motion to adopt Resolution 202227 Approving the Sauk River Comprehensive Watershed Management Plan for 2022, made by Haggerty and seconded by Rogahn, Carried Unanimously.

Conditional Use Permit: Commercial Storage Use (Peterson, Chippewa Falls Township), Conditional Use Permit: Accessory Structure (Scharmer, Glenwood Township), Conditional Use Permit: Non-Farm Residence (Wrolson, Leven Township), and Interim Use Permit: Recreational Vehicle (Strom, Leven Township) were presented by David Green, Land & Resource Management Director.  Motion to approve of the CUP for Commercial Storage Use (Peterson) with the conditions, as amended, and Findings as presented in the May 26, 2022 PAC staff report, made by Rogahn and seconded by Gerde, Carried Unanimously.  Motion to approve of the CUP for Accessory Structure (Scharmer) with the conditions and Findings as presented in the May 26, 2022 PAC staff report, made by Haggerty and seconded by Gerde, Carried Unanimously.  Motion to approve of the CUP (Wrolson) and Findings for a nonfarm residence located in area as presented in application, made by Rogahn and seconded by Haggerty, Carried Unanimously.  Motion to approve of the IUP (Strom) to locate an RV on the Lake Leven parcel and to record the conditions and Findings as presented in the PAC staff report, made by Rogahn and seconded by Wagner, Carried Unanimously.

Consider Center Awards for Pope County Child Care Grant Program was presented by Jason Murray, HRA-EDA Director.  Motion to approve the Pope County Child Care Center Grant application of Glacial Hills Elementary of Starbuck and disburse grant award in the amount of $74,971, made by Rogahn and seconded by Haggerty, Carried Unanimously.  Motion to approve the Pope County Child Care Center Grant application of Kingdom Kids of Glenwood and disburse grant award in the amount of $75,000, contingent on showing of proper permits and final design documents, made by Wagner and seconded by Rogahn, Carried by the following vote: Ayes: Gerde, Lindor, Rogahn, Wagner; Nays: Haggerty.

Acceptance of Quote for Boardroom Dais and Ratification of Acceptance of Proposal for Furnishings for Pope County Annex Renovation were presented by Paul Gerde, Facilities Committee and Board Member. Motion to authorize acceptance of a quote for a Boardroom dais from Jordan Johnsrud Construction of Glenwood in the amount of $8,000.00, made by Rogahn and seconded by Gerde, Carried Unanimously.  Motion to ratify the acceptance of a proposal for the purchase of furnishings for the Pope County Annex Renovation from Intereum of Plymouth, Minnesota, and submission of such order in conformance with the proposal. This motion, made by Gerde and seconded by Wagner, Carried Unanimously.

Set Primary Canvassing Board Date, 2022 Tax Abatement for Parcel 02-1000-001, 2022 Tax Abatement for Parcel 02-1000-002, 2022 Tax Abatement for Parcel 11-0993-002, and Pay Bills and Supplemental Bills were presented by Stephanie Rust, Auditor/Treasurer.  Motion to set the Primary Election Canvassing Board for August 12, 2022 at 9:00am in the Pope County Board Room and appoint Commissioner Haggerty and Commissioner Wagner to serve on the Board, made by Haggerty and seconded by Rogahn, Carried Unanimously.  Motion to approve the 2022 tax abatement of $1,039.00 for Northern States Power Co. on parcel 02-1000-001, made by Rogahn and seconded by Haggerty, Carried Unanimously.  Motion to approve the 2022 tax abatement of $63.00 for Northern States Power Co. on parcel 02-1000-002, made by Gerde and seconded by Wagner, Carried Unanimously.  Motion to approve the 2022 tax abatement of $134.00 for Northern States Power Co. on parcel 11-0993-002, made by Gerde and seconded by Haggerty, Carried Unanimously.  Motion to approve the payment of bills of $322,608.96 plus supplemental bills of $46.76, totaling $322,655.72, made by Rogahn and seconded by Haggerty, Carried Unanimously.  

Approval of the Per Diem Expense Reports was presented by the Board Chair.  Motion to enter the Per Diem Expense Reports into the record, made by Wagner and seconded by Haggerty, Carried Unanimously.          

Informational updates were given by the Attorney and by the Commissioners.

There being no other business before the Board, the meeting was adjourned by Chair Lindor at 11:00 AM.
