Official Proceedings Pope County  Board of Commissioners Regular Board Meeting Tuesday, May 17, 2022 

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, May 17, 2022 at 9:00 AM at the Pope County Courthouse, 3rd Floor Meeting Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order by the Chair, Larry Lindor, with the following Board Members present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner.  Kersten Kappmeyer, County Administrator, was present; Neil Nelson, County Attorney was not present.  The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for May 3, 2022 were presented by the Board Chair. Motion to approve the agenda as amended, with the addition of Resolution 202225 Declaring a Local State of Emergency as Item 7 and Barsness Township Assessment Contract as Item 9, made by Gerde and seconded by Rogahn, Carried Unanimously.  Motion to approve the Official Proceedings for May 3, 2022 with grammatical corrections, made by Haggerty and seconded by Gerde, Carried Unanimously.

Consider Resolution 202222 Supporting PrimeWest Health as the Single Source Provider for Children and Family Services was presented by Kersten Kappmeyer, Administrator.  Motion to adopt Resolution 202222 Supporting PrimeWest Health as the Single Source Managed Care Organization for Children and Family Services Plans in Pope County, made by Wagner and seconded by Rogahn, Carried Unanimously.

Consider Resolution 202224 Amending the Official Zoning Map of Pope County – Proposed Industrial Rezoning, Glenwood Township was presented by David Green, Land & Resource Management Director.  Motion to adopt Resolution 202224 Amending the Official Zoning Map of Pope County, adopting the proposed industrial zoning in Glenwood Township as presented, made by Rogahn and seconded by Gerde, Carried Unanimously. 

Award Contract – CP 061-022-002 and Consider Resolution 202223 on SAP 061-617-012 Design Element Variance Request were presented by Brian Giese, Engineer.  Motion to authorize the County Engineer to enter into a contract in the amount of $101,322.08 with Traffic Marking Services of Maple Lake, MN at the unit prices provided for the completion of CP 061-022-002, made by Wagner and seconded by Gerde, Carried Unanimously.  Motion to Adopt Resolution 202223 requesting a variance from standard for State Aid operation for Project No. S.A.P. 061-617-012, made by Rogahn and seconded by Haggerty, Carried Unanimously.

Consider Resolution 202225 Declaring a Local State of Emergency was presented by Kersten Kappmeyer, Administrator.  Motion to adopt Resolution 202225 declaring a local state of emergency in Pope County from the severe weather storm events of May 8 through May 13, 2022, made by Haggerty and seconded by Rogahn, Carried Unanimously.

Chippewa Falls Township Assessment Contract and Barsness Township Assessment Contract were presented by Mike Wacker, Assessor.  Motion to approve execution of assessment contract with Chippewa Falls Township as presented, made by Wagner and seconded by Rogahn, Carried Unanimously.  Motion to approve execution of assessment contract with Barsness Township as presented, made by Gerde and seconded by Haggerty, Carried Unanimously.

Memorandums of Understanding for Pope County to Provide IT Services to Cyrus, Glenwood, Lowry, Starbuck, and Western Prairie Human Services for the years 2022-2024 was presented by Bryan Gates, Information Technology Director.  Motion to approve all memorandums of understanding with Cyrus, Glenwood, Lowry, Starbuck, and Western Prairie Human Services to provide hourly-based, contracted IT services for the years 2022 through 2024 as presented, made by Rogahn and seconded by Gerde, Carried Unanimously.

Termination of Service Agreement between Pope County and FTJ CONNECT was presented by Jackie Stevens, Human Resources Director.  Motion to terminate the Service Agreement between Pope County and FTJ CONNECT, made by Rogahn and seconded by Haggerty, Carried Unanimously.  

Tax Abatement – Parcel 06-0161-001 – Taxes Payable 2022; April 2022 Trial Balance and Fund Balance Analysis; Auditor Bills – April 13 – May 10, 2022; and Pay Bills and Supplemental Bills were presented by Kelly Detloff, Deputy Auditor/Treasurer.  Motion to approve the 2022 tax abatement in the amount of $6.00 on parcel 06-0161-001, made by Gerde and seconded by Haggerty, Carried Unanimously.  Motion to approve the April 2022 Trial Balance and Fund Balance Analysis, made by Rogahn and seconded by Haggerty, Carried Unanimously.  Auditor Bills – April 13 – May 10, 2022 was presented as an informational item.  Motion to approve the payment of bills in the amount of $370,944.55 plus supplemental bills $1,108.17, totaling $372,052.72, made by Rogahn and seconded by Wagner, Carried Unanimously.

Informational updates were given by the Administrator and by the Commissioners.

There being no other business before the Board, the meeting was adjourned by Chair Lindor at 10:15 AM.
