Official Proceedings Pope County  Board of Commissioners  Regular Board Meeting Tuesday, June 21, 2022 

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, June 21, 2022 at 9:00 AM at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order by the Chair Larry Lindor, with the following Board Members also present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner.  Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were also present.  The Pledge of Allegiance was recited.  

Approval of Agenda; Approval of Official Proceedings for June 7, 2022; Approval of Official Proceedings for June 13, 2022 County Board of Equalization and Appeal; and Approval of Official Proceedings for June 14, 2022 Special Board Meeting were presented by the Board Chair.  Motion to approve the agenda, with the addition of Item 18, Resolution 202232 on Supporting a Special Session of the Minnesota Legislature in 2022, and moving updates to Item 19, made by Rogahn and seconded by Gerde, Carried Unanimously.  Motion to approve the Official Proceedings for June 7, 2022, made by Haggerty and seconded by Wagner, Carried Unanimously. Motion to approve the Official Proceedings for the County Board of Equalization and Appeal of June 13, 2022, made by Gerde and seconded by Rogahn, Carried Unanimously. Motion to approve Official Proceedings for the Special Board meeting of June 14, 2022, made by Wagner and seconded by Haggerty, Carried Unanimously.

Consider Resolution 202228 Ordering the Removal of Trees and Shrubs for the Future Construction of SAP 061-617-012 and Ongoing Maintenance on CSAH 17, and Consider Resolution 202229 to Enter into a Master Partnership Contract with the State of Minnesota were presented by Brian Giese, Engineer. Motion to adopt Resolution 202228 Ordering the Removal of Certain Trees and Shrubs for the Future Construction of S.A.P. 061-617-012 and Ongoing Maintenance on CSAH 17, made by Rogahn and seconded by Gerde, Carried by the following vote: Ayes: Gerde, Lindor, Rogahn, Wagner; Nays: Haggerty. Motion to adopt Resolution 202229 authorizing Pope County to enter into a master partnership contract with the State of Minnesota, made by Wagner and seconded by Rogahn, Carried Unanimously.

AIS Grant request-AVL Lakes Association, Watercraft Cleaning Station Services; AIS Grant request-Minnewaska Lake Association, Eurasian Water Milfoil Control; and AIS Grant request-Minnewaska Lake Association, Starry Stonewort Survey were presented by David Green, Land & Resource Management Director. Motion to approve of AIS grant distribution in the amount of $1,025.00 to AVL Lakes Association for watercraft cleaning station services, made by Wagner and seconded by Rogahn, Carried Unanimously. Motion to approve of the AIS grant request by MLA in the amount of $4,000.00 for Eurasian Water Milfoil control, made by Rogahn and seconded by Gerde, Carried Unanimously. Motion to approve of the AIS grant request by MLA of $1,710.00 to fund starry stonewort survey in the lake, made by Rogahn and seconded by Haggerty, Carried Unanimously.

Accept Resignation of County Coroner effective August 15, 2022 and Authorize Publication to Solicit Applicants for Appointment to Office of Coroner; and Consider Appointment of Pope County Manager to Sauk River Watershed Board for Three-Year Term Beginning July 1, 2022 were presented by Kersten Kappmeyer, Administrator. Motion to accept the resignation of Dr. James J. Joyce as County Coroner effective August 15, 2022, and authorize the County Administrator to solicit candidates for appointment to the office, made by Haggerty and seconded by Wagner, Carried Unanimously. Motion to appoint Todd Malecha to the Manager position representing Pope County on the Sauk River Watershed District Board for a three-year term commencing July 1, 2022, made by Rogahn and seconded by Haggerty, Failed by the following vote: Ayes: Haggerty, Rogahn; Nays: Gerde, Lindor, Wagner. Motion to appoint Donavon McKigney to the Manager position representing Pope County on the Sauk River Watershed District Board for a three-year term commencing July 1, 2022, made by Gerde and seconded by Wagner, Carried by the following vote: Ayes: Gerde, Lindor, Wagner; Nays: Haggerty, Rogahn.

Approval of Execution of Contract with SafeAssure for Safety Consultant Services was presented by Terry Jaworski, Probation Director and Safety Committee Chair. Motion to authorize execution of the contract with SafeAssure of Spicer for safety consultant services for a one-year term beginning August 1, 2022 in the amount of $8,941.00 from County Safety funds, made by Wagner and seconded by Rogahn, Carried Unanimously.

Consider Resolution 202030 and Request from Villard to purchase forfeited parcel 28-0101-000 with the intention of removing blight and providing affordable housing was presented by Kersten Kappmeyer, Administrator. Motion to adopt Resolution 202230, authorizing the Board Chair to execute the purchase agreement between Pope County and the City of Villard for parcel 28-0101-000, made by Haggerty and seconded by Rogahn, Carried Unanimously.

May 2022 Trial Balance and Fund Balance Analysis; Auditor Bills – May 11 – June 14, 2022; and Pay Bills and Supplemental Bills were presented by Kelly Detloff, Deputy Auditor/Treasurer. Motion to approve the May 2022 Trial Balance and Fund Balance Analysis, made by Rogahn and seconded by Haggerty, Carried Unanimously. Auditor Bills – May 11 – June 14, 2022 was presented as an informational item. Motion to approve the payment of bills of $255,404.33 plus supplemental bills $3,836.42, totaling $259,240.75, made by Wagner and seconded by Haggerty, Carried Unanimously.

Consider Resolution 202231 Declaring a Local State of Emergency for May 29 to May 30, 2022 in Pope County Due to Severe Weather Damage; and Consider Resolution 202232 Supporting a Special Session of the Minnesota Legislature in 2022 was presented by Kersten Kappmeyer, Administrator. Motion to approve Resolution 202231 declaring a local State of Emergency in Pope County for May 29 to May 30, 2022 due to severe weather and infrastructure damage caused thereby, made by Gerde and seconded by Wagner, Carried Unanimously. Motion to adopt Resolution 202232 supporting a Special Session of the Minnesota Legislature in 2022, made by Rogahn and seconded by Haggerty, Carried Unanimously.

Informational updates were given by the Administrator and the Commissioners.

There being no other business before the Board, the meeting was adjourned by Chair Lindor at 11:05 AM.
