SECTION 00020 ADVERTISEMENT FOR BIDS
SAUK RIVER WATERSHED DISTRICT
Gary Ellis Wetland Restoration
Class of Work: Sheetpile weir installation, catwalk installation, berm construction, field road raising, culvert replacement.

NOTICE TO CONTRACTORS
Sealed Bid Proposals for the furnishing of all labor, materials, and all other items necessary to complete the work described herewith, will be received by the ENGINEER via Quest CDN until 10:00 a.m., Monday, August 1, 2022, at which time such bids will be opened and read aloud. The work, in accordance with Plans and Specifications prepared by Resilience Resources, LLC, consists of the following major items of work:
• Removals
• Traffic Control
• Furnish and install 100 lf sheet pile weir and catwalk access spanning
a ~ 26-foot-wide ditch
• Raising 730 lf of field road, with rat wire on one section
• Culvert removal and off site disposal, 2- 36” and 1-15”
• Furnish and install 2 -27” culverts, 55 lf each, and 47 lf of 42” RCP
culvert
• Cleanout of 726 lf of a MNDOT ditch on I-94
• Construction of 1,250 lf berm with rat wire
• Grade and stabilize emergency overflow
• Erosion control
• Restoration (~60 acres total; seed mixtures vary)
Together with grading, removals, erosion control, and other related appurtenances.
A Pre-bid meeting is scheduled to be held via zoom at 10:00 a.m., Monday July 25, 2022. Attendance is required.
Each bid proposal shall be accompanied by a “Bid Security” in the form of a certified or cashier’s check made payable to the “SAUK RIVER WATERSHED DISTRICT” (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw his bid for a period of ninety (90) days after the opening of bids, and if awarded a contract, will enter into a contract with SAUK RIVER WATERSHED DISTRICT; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within five days after the opening of bids. The OWNER will retain the deposits for the three lowest bidders until the contract has been awarded and executed but not longer than sixty (60) days.
The bid of the lowest responsible bidder is intended to be accepted on or before the expiration of sixty (60) days after the date of the opening of bids. The OWNER, however, reserves the right to reject any or all bids and to wave any minor irregularities, informalities, or discrepancies, and further reserves the right to award the contract in the best interest of Sauk River Watershed District.
Bid Proposals shall be submitted on forms furnished for that purpose. Bids shall be submitted in sealed envelopes clearly inscribed on the outside: “Bid Proposal for Gary Ellis Wetland Restoration, Sauk River Watershed District.” A work history detailing qualifications and past experience shall be provided with Bid on the Bid Form.
