Regular Board Meeting

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, February 7, 2023 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 a.m. by the Chair, Gordy Wagner, with the following Board Members also present: Paul Gerde, Paul Gremmels, Larry Lindor, and Paul Wildman.  Kersten Kappmeyer, County Administrator, was also present; Neil Nelson, County Attorney was not present. The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for January 17, 2023 were presented by Board Chair.  Motion to approve the agenda as presented, made by Gerde and seconded by Wildman, Carried Unanimously. Motion to approve the Official Proceedings for January 17, 2023 as presented, made by Lindor and seconded by Gremmels, Carried Unanimously.

Conditional Use Permit: Non-Farm Residence (Sloneker, White Bear Lake Township) was presented by David Green, Land & Resource Management Director. Motion to accept recommendation of the Planning Advisory Commission and approve issuance of a Conditional Use Permit (Sloneker) for a non-farm residence in an agricultural zoning district with Findings as presented, made by Gerde and seconded by Lindor, Carried Unanimously.

Appointment of Commissioner Members to the Central Minnesota Emergency Services Board; Approve Nomination of Commissioner Representative to West Central Initiative Economic Development District Board; Consider Appointment of Citizen Member for Pope County to the Lakeland Mental Health Center Board; and Consider Additional Appropriation to Pope County HRA-EDA for Fremad Area Site Redevelopment were presented by Kersten Kappmeyer, Administrator. Motion to execute appointment form for Gordy Wagner as primary delegate and Paul Wildman as alternate delegate for the Central Minnesota Emergency Services Board, made by Lindor and seconded by Gerde, Carried Unanimously. Motion to approve nomination and appointment of Commissioner Paul Wildman to the Economic Development District Board, made by Gerde and seconded by Gremmels, Carried Unanimously. Motion to appoint Mary Walsh of Glenwood as a citizen member of the Lakeland Mental Health Center Board, and Paul Gremmels as a Commissioner member of the Lakeland Mental Health Center Board, made by Wildman and seconded by Lindor, Carried Unanimously. Motion to approve appropriation of $181,699.10 on behalf of the HRA-EDA for costs of the Fremad Area Site Redevelopment, with $176,699.10 payable to the closing agent on behalf of the Pope County HRA-EDA for acquisition of Parcel 21-0198-000, and $5,000.00 payable to the HRA-EDA for TIF application fees, and directing the Auditor-Treasurer to issue payment forthwith, made by Lindor and seconded by Wildman, Carried Unanimously.

Tax Abatement – Parcel 09-0032-000 – Taxes Payable 2022; Value Abatement – Parcel 09-0032-000 – Taxes Payable 2023; December 2022 Trial Balance and Fund Balance Analysis; 4th Quarter 2022 Journal Entries and Billing; 4th Quarter 2022 Revenue Expenditure Budget Report; and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Stephanie Rust, Auditor/Treasurer. Motion to approve the 2022 tax abatement in the amount of $325.50 for Darrel & Martha Kollman on Parcel #09-0032-000, made by Gremmels and seconded by Gerde, Carried Unanimously. Motion to approve the value abatement for taxes payable 2023 for Darrel & Martha Kollman on Parcel #09-0032-000, made by Wildman and seconded by Gerde, Carried Unanimously. Motion to approve the December 2022 Trial Balance and Fund Analysis, made by Lindor and seconded by Wildman, Carried Unanimously. Motion to approve the 4th Quarter 2022 Journal Entries and Billing, made by Gerde and seconded by Gremmels, Carried Unanimously. Motion to approve the 4th Quarter 2022 Revenue Expenditure Budget Report, made by Gremmels and seconded by Lindor, Carried Unanimously. Motion to approve payment of bills of $123,490.66 plus supplemental bills of $5,391.70 plus employee reimbursements of $523.91, totaling $129,406.27, made by Gerde and seconded by Gremmels, Carried Unanimously.

Approval of the Per Diem Expense Reports was presented by Board Chair. Motion to enter the Per Diem Expense Reports into the record, made by Gerde and seconded by Lindor, Carried Unanimously.

Informational updates were given by the County Administrator and Commissioners.  

There being no other business before the Board, the meeting was adjourned by the Chair at 11:23 a.m.
