NOTICE OF APPLICATION

FOR

LIVESTOCK FEEDLOT PERMIT

Notice is hereby given per Minnesota Statutes, Chapter 116, that Malecha Dairy Inc. has made application to the Minnesota Pollution Control Agency and Pope County for a permit to construct or expand a feedlot with a capacity of 500 animal units or more.

The feedlot facility is located in the SW ¼ of Section 26 of Westport Township in Pope County, Minnesota. The existing facility consists of (5) total confinement barns, a milk parlor holding area and individual animal housing areas (calf hutches) that are capable of holding 1,300 dairy cattle (>1000lbs.), 376 dairy cattle (<1000lbs.), 300 dairy heifers and 200 dairy calves, totaling 2,446 animal units. Existing liquid manure is currently being stored in (1) outdoor earthen lagoon, (3) concrete manure storage pits along with a separate outdoor earthen basin that catches any potential site run-off. Dry bed pack manure is also being stored within the confinement barns mentioned above.

The expansion to the facility will consist of adding a 110’ 10” diameter, anaerobic digester with a liquid manure storage capacity of 1,165,715 gallons. The digester will utilize the existing manure generated from the facility as feedstock to produce a renewable natural gas product. The expansion will not consist of an increase in animal numbers. The existing facility will remain at 2,446 animal units.

This publication shall constitute as notice to each resident and each owner of real property within 5,000 feet of the perimeter of the proposed feedlot as required by Minnesota State Law.
