REGULAR MEETING MINUTES

The Minnewaska Area Schools Board of Education met in regular session on Monday, February 27, 2023 in the Minnewaska Area Schools District Office Board room. The meeting was called to order at 7:00 p.m. by Chairperson Barsness. The Pledge of Allegiance was recited.

Present: Barsness, T. Reichmann, A. Reichmann, Lagred, Zavadil, Holtberg, Ogdahl

Motion by A. Reichmann, seconded by Holtberg to approve the agenda as presented.

Visitor’s Comments: None

Special Recognitions & Honors: 

• MAS Administration, School Board, and Staff would like to acknowledge all Palmer Transportation Bus Drivers. MN School Bus Driver Appreciation Day is Wednesday, February 22, 2023. We would like to recognize the important function that school bus drivers serve in safely transporting the children of MAS.

• MAS Administration and Staff would like to recognize the MAS School Board. Students benefit every day from the leadership and vision of our school board members. February is Minnesota School Board Recognition month. School board members devote hours of their time each week to providing leadership for our school district.

Motion by Ogdahl, seconded by T. Reichmann, to approve the minutes of the January 23, 2023, Regular School Board Meeting, February 1, 2023, Public Hearing on Flexible Learning Year Calendars, and February 1, 2023, School Board Special Work Session.

Superintendent Rankin gave an update the summary of bills, K-12 board revenue and expenditures, foodservice, school enrollment report and Superintendents Report

Motion by Lagred, seconded by Holtberg, to approve the Claims & Accounts totaling $2,264,281.70. Zavadil abstained.

Motion by A. Reichmann, seconded by Ogdahl to approve resolution No. 02272023 accepting donations/gifts to the school district.

Minnewaska Area Middle School Principal, Sarah Suchy and her Building Leadership Team (BLT) gave an update and presentation to the board.

Interim Buildings and Grounds Director, Jeremy Armstrong gave an update on current and future projects to the board.

Motion by Zavadil, seconded by Ogdahl, to approve the consent calendar as presented. New Hire: Magan Andersen, Lake Legends Co-Coordinator, Grade 7 Step 11, effective 06/01/2023 • Tracy Anderson, Head Cook, Grade 5 Step 12, effective 02/21/2023 • Kyla Koob, Mental Health Practitioner, BA Step 2, effective 02/21/2023 • Chip Rankin, Junior High Softball Coach, BS+10 Step 10, effective 03/14/2023 • Vicki Lenk, Custodian, Grad 6 Step 10 plus .50 night shift differential, effective 02/06/2023 • Brady Mensing, Mental Health Practitioner, BA Step 6, effective 02/06/2023 • Amanda Sayles, Laker Legends Co-Coordinator, Grade 7 Step 11, effective 06/01/2023. Resignations: Dan Dahl, 9th Grade Football Coach, effective 01/24/2023 • Katie Schuler, Custodian, effective 02/10/2023. Leave of Absence: Mike Troen, One year leave of absence for the 2023-2024 school year.

Motion by Barsness, seconded by Lagred approves the proposal to begin negotiations with the AFSCME Union group.

Motion by Holtberg, seconded by Zavadil, to call for bids/quotes for district audit services.

The district’s policy committee reviewed and the board conducted the first reading of the following policies: 213 School Board Committees, 214 Out-of-State Travel by School Board Members, 405 Veterans’ Preference, 425 Staff Development, 513 Student Promotion, Retention, and Program Design, 535 Service Animals in Schools, 535 Approval Request Form for the use of a Service Animal Form, 536 Retention and Destruction of student records for Special Education Students, 610 Field Trips, 612.1 Development of Parental Involvement Policies for Title I Programs, 906 Community Notification of Predatory Offenders

Motion by A. Reichmann, seconded by Ogdahl to move the regular March meeting to March 27, 2023 at the Minnewaska Area Elementary School Media Center at 7:00 pm.
