NOTICE OF PUBLIC MEETING AND PUBLIC HEARINGS

This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, April 27th 2023 beginning at or about 6:00 pm or shortly thereafter in the Pope County Courthouse to consider the following agenda items:  

• Review meeting minutes from March 23rd, 2023 PAC meeting

• Old Business

o Proposed Ordinance: The PAC will review and consider the proposed Solid Waste Designation Ordinance for Pope County. 

• New Business

o Proposed Zoning Map Amendment: The Planning Advisory Commission will review and consider a proposed amendment to the existing zoning map. The area identified for rezoning is currently zoned as Non-Intensive Agriculture (A-1) with a Special Residential (SR) Overlay over portions. The parcels are currently in residential use; therefore, rezoning to a Residential (R) zoning district would bring the parcels into conformance with the Land Use Controls Ordinance. Area is described as: Approximately 20.87 acres of land described as being located in Fischer Addition, County Auditor Subdivision No.17 and part of the South Half (S1/2) of the Northwest Quarter (NW1/4), Section 10, Township 125 (Glenwood), Range 37, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the proposed zoning map amendment.

o Conditional Use hearing on the application by David Harrison, if granted would allow applicant to locate a non-farm residence in a Non-Intensive Agriculture (A-1) zoning district per section 6.3.K. of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the South Half (S½) of the Southeast Quarter (SE¼) of the Southeast Quarter (SE¼), Section 21, Township 125 (New Prairie), Range 40, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the location of a non-farm residence.

o Interim Use hearing on the application by Bob Pietz & Linda Drong, if granted would allow applicants to locate a recreational vehicle (RV) for intermittent use greater than ninety (90) days in a Shoreland-Recreational Development (S-RD) zoning district per section 10.15.B.3. of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 1 Block 1, Pelican Lake Meadows, Section 16, Township 125 (Minnewaska), Range 38, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the locating of an RV for more than 90 days.

o Conditional Use hearing on the application by Matt Haats of Glacial Ridge Ventures LLC, if granted would allow applicant to construct and operate commercial storage units in a Non-Intensive Agriculture (A-1) zoning district per section 6.3.P. of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Northwest Quarter (NW¼) of the Northeast Quarter (NE¼), Section 17, Township 123 (Gilchrist), Range 37, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the proposed commercial storage units.

o Interim Use hearing on the application by Matt Haats of Glacial Ridge Ventures LLC, if granted would allow applicant to establish an aggregate (gravel) mining operation in a Non-Intensive Agriculture (A-1) zoning district per section 6.4.C. and 10.2 of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Northwest Quarter (NW¼) of the Northeast Quarter (NE¼), Section 17, Township 123 (Gilchrist), Range 37, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the proposed mining operation.

Public participation by interested parties and citizens will include an opportunity to:

1) submit written concerns and comment prior to the scheduled meeting.  All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;

2) submit concerns and comments via Pope County’s Public Comment web map (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f) 

3) review the staff prepared report via Pope County website;

4) observe and/or participate in the proceedings of the Planning Advisory Commission meeting.
