NOTICE OF PUBLIC MEETING AND PUBLIC HEARINGS

This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, May 25th 2023 beginning at or about 6:00 pm or shortly thereafter in the Pope County Courthouse to consider the following agenda items:  

• Review meeting minutes from April 27th, 2023 PAC meeting

• New Business

o Conditional Use hearing on the application by Les Kalina for reconstruction of boat ramp located in the Shore Impact Zone of Lake Reno, a Shoreland-Recreational Development Lake.  A conditional use permit is required for any projects that will result in more than fifty (50) cubic yards of grading and fill activities per section 4.6.10 of the Pope County Land Use Controls Ordinance. Parcel is described as: Outlot A, Les Kalina Third Addition, Section 1, Township 126 (Reno), Range 38, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the reconstruction of a boat ramp in the Shore Impact Zone.

o Rezoning hearing on the application by Paul Koubsky, if granted would allow the rezoning of an eighty (80) acre parcel from the Agriculture Protection (A-2) zoning district to the Non-Intensive Agriculture (A-1) zoning district per section 11.7 of the Pope County Land Use Controls Ordinance. Parcel is described as: The East Half (E½) of the Northeast Quarter (NE¼), Section 33, Township 126 (Reno), Range 38, Pope County, Minnesota.  

o Public Hearing: A public hearing will be held to receive comments regarding the rezoning request.

o Conditional Use hearing on the application by Paul Koubsky, if granted would allow applicant to locate a non-farm residence in an Agriculture zoning district per section 6.3.K or 7.3.K. of the Pope County Land Use Controls Ordinance. Parcel is described as: The East Half (E½) of the Northeast Quarter (NE¼), Section 33, Township 126 (Reno), Range 38, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the location of a non-farm residence.

o Conditional Use hearing on the application by Mark Martinson, if granted would allow applicant to locate a non-farm residence in an Agriculture Protection (A-2) zoning district per section 7.3.K. 

of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Northeast Quarter (NE¼) of the Northeast Quarter (NE¼), Section 5, Township 126 (Nora), Range 40, Pope County, Minnesota.  

o Public Hearing: A public hearing will be held to receive comments regarding the location of a non-farm residence.

o Conditional Use hearing on the application by Mark & Jill Heggestad, if granted would allow applicants to construct an accessory structure greater than 1100 square feet in a Shoreland-General Development (S-GD) zoning district per section 4.6.13.A.1 of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 7, Block 1, Smith’s Back Rolling Acres, Section 33, Township 125 (Glenwood), Range 38, Pope County, Minnesota.  

o Public Hearing: A public hearing will be held to receive comments regarding the accessory structure greater than 1100 sq ft.

o Conditional Use hearing on the application by Christopher & Nicholette Hanson, if granted would allow applicants to construct an accessory storage structure greater than 1100 square feet with sidewalls greater than 12 feet in a Shoreland-Recreational Development (S-RD) zoning district per section 4.6.13.A.1 of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 5, Block 1, Pelican Lake Meadows, Section 16, Township 125 (Minnewaska), Range 38, Pope County, Minnesota.  

o Public Hearing: A public hearing will be held to receive comments regarding the accessory storage structure greater than 1100 sq ft with sidewalls greater than 12 ft.

o Conditional Use hearing on the application by Scott Northuis, if granted would allow applicant to construct an accessory structure greater than 1100 square feet with guest quarters not exceeding 700 square feet in a Shoreland-General Development (S-GD) zoning district per section 4.6.13.A.1 of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 15, Plat of Suckstorff’s Addition, Section 36, Township 125 (White Bear Lake), Range 39, Pope County, Minnesota.  

o Public Hearing: A public hearing will be held to receive comments regarding the accessory structure greater than 1100 sq ft with guest quarters.

Public participation by interested parties and citizens will include an opportunity to:

1) submit written concerns and comment prior to the scheduled meeting.  All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;

2) submit concerns and comments via Pope County’s Public Comment web map (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f) 

3) review the staff prepared report via Pope County website;

4) observe and/or participate in the proceedings of the Planning Advisory Commission meeting.
