Regular Board Meeting

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, May 16, 2023 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN was called to order at 9:00 a.m. by the Chair, Gordy Wagner, with the following Board Members also present: Paul Gerde, Paul Gremmels, Larry Lindor, and Paul Wildman.  Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were also present. The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for May 2, 2023 were presented by Board Chair. Motion to approve the agenda, with the addition of Request for Out-of-State Travel (Veteran Services), made by Gerde and seconded by Wildman, Carried Unanimously. Motion to approve the Official Proceedings for May 2, 2023 as presented, made by Lindor and seconded by Gremmels, Carried Unanimously.

Consider Resolution 202310 Adopting the Pope County Solid Waste Designation Ordinance; Interim Use Permit: Aggregate Mining and Processing (Glacial Ridge Ventures, LLC, Gilchrist Township); and Consider Resolution 202311 Approving Zoning Map Amendment: Rezoning Case 2023-01 (Agricultural (A-1) to Residential (R), Glenwood Township) were presented by David Green, Land & Resource Management Director and Jessica Hill, Land Use Specialist. Motion to adopt Resolution 202310 adopting the Pope County Solid Waste Designation Ordinance as presented, made by Lindor and seconded by Gerde, Carried Unanimously. The Ordinance regulates the transportation and delivery of solid waste generated within the county; defines the geographic area and the types and quantities of solid waste subject to designation; specifies points of delivery of the waste; requires acceptable waste be delivered to the designated facility; excepts from the requirements certain types of solid waste materials, and enacts additional regulations governing the hauling of waste and other matters. The ordinance will be effective upon approval of the Commissioner of the Pollution Control Agency, but no earlier than July 4, 2023. A printed copy of the ordinance is available for inspection by any person during regular office hours at the office of the Administrator or Auditor.  Motion to approve the IUP of Glacial Ridge Ventures, LLC for aggregate mining and processing with conditions and findings as prepared and presented by staff, made by Lindor and seconded by Wildman, Carried Unanimously. Motion to adopt Resolution 202311 approving the amendment of the zoning map of Pope County as presented, made by Lindor and seconded by Gremmels, Carried Unanimously.

Request for Out of State Travel (Probation) was presented by Terry Jaworski, Probation Director. Motion to approve out-of-state travel by Probation Director Terry Jaworski August 27-30, 2023 to the American Probation and Parole Association Annual Training in New York City, made by Gremmels and seconded by Gerde, Carried Unanimously. 

Request for Out-of-State Travel (Veteran Services) was presented by Kersten Kappmeyer, County Administrator. Motion to approve out-of-state travel for the new County Veteran Services Officer to attend the 2023 National Association of County Veteran Services Officers 2023 Conference in Madison, Wisconsin June 4th to the 8th, 2023, made by Lindor and seconded by Wildman, Carried Unanimously.

Finalization of the Baker Tilly Compensation and Classification Study and Adoption of the Revised 2023 Wage Schedule was presented by Jackie Stevens, Human Resources Director. Motion to approve the Revised 2023 Wage Schedule as presented, made by Gerde and seconded by Gremmels, Carried Unanimously.

 Consider County Engineer Appointment was presented by Kersten Kappmeyer, Administrator. Motion to reappoint Brian S. Giese as Pope County Engineer for a new term to begin June 1, 2023 and end May 31, 2027, and authorize the County Administrator to execute the presented Employment Agreement with Brian S. Giese as County Engineer for the term of June 1, 2023 to May 31, 2023 on behalf of the County, made by Lindor and seconded by Gremmels, Carried Unanimously.

April 2023 Trial Balance and Fund Balance Analysis; Auditor Bills – April 12 – May 9, 2023; and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Stephanie Rust, Auditor-Treasurer. Motion to accept the April 2023 Trial Balance and Fund Analysis, made by Wildman and seconded by Gerde, Carried Unanimously. Auditor Bills were presented as an informational item. Motion to approve payment of bills of $367,558.31 plus supplemental bills of $2,373.61 plus per diems and employee reimbursements of $3,146.06 totaling $373,077.98, made by Gerde and seconded by Gremmels, Carried Unanimously. 

Informational updates were given by the County Attorney, County Administrator and Commissioners.  

There being no other business before the Board, the meeting was adjourned by the Chair at 10:21 a.m.
