Regular Board Meeting

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, July 2, 2024 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 AM by the Chair, Paul Gerde, with the following Board Members also present: Paul Gremmels, Larry Lindor, Gordy Wagner, and Paul Wildman.  Neil Nelson, County Attorney, and Kersten Kappmeyer, County Administrator, were also present.  The Pledge of Allegiance was recited.

Approval of Agenda; Approval of Official Proceedings for the Board of Appeal and Equalization for June 17, 2024; and Approval of Official Proceedings for June 18, 2024 were presented by Chair Gerde. Motion to approve the agenda as presented, made by Wildman and seconded by Gremmels, Carried Unanimously. Motion to approve the Official Proceedings for the June 17, 2024 Board of Appeal and Equalization as presented, made by Lindor and seconded by Wagner, Carried Unanimously. Motion to approve the Official Proceedings for June 18, 2024 as presented, made by Wildman and seconded by Wagner, Carried Unanimously.

Consider Purchase of Portable and Mobile ARMER Radios for the Sheriff’s Office   was presented by Tim Riley, Sheriff. Motion to approve the purchase of 10 mobile and 14 portable ARMER radios for the Sheriff’s Office from Motorola through West Central Communications of Willmar from received State Public Safety Aid Money in the amount of $145,359.66, made by Lindor and seconded by Gremmels, Carried Unanimously.

Monthly Highway Department Report and Award Contract – SAP 061-617-012 were presented by Brian Giese, Engineer. The Monthly Highway Department Report was presented as an informational item. Motion to award a contract to Joe Riley Construction of Morris for the completion of SAP 061-617-012 in the amount of $1,281,559.60 based on estimated contract quantities and provided unit prices, made by Wildman and seconded by Lindor, Carried Unanimously. 

Pay Bills and Employee Reimbursements was presented by Stephanie Rust, Auditor/Treasurer. Motion to approve payment of bills of $125,108.75 plus employee reimbursements of $399.17, totaling $125,507.92, made by Wildman and seconded by Gremmels, Carried Unanimously, and were paid as follows: Bond Trust Services Corporation $18,700.00; Central Suspensions Inc $11,700.00; Douglas County Jail $15,413.08; Ellingson Plumbing Heating AC & Electrical $4,528.60; Fidlar Technologies Inc $6,242.37; Morris Electronics Inc $3,679.20; NKCC Properties LLC $3,150.00; Obenland & Nelson $5,675.00; Powerphone Inc $5,512.50; Pro-West & Associates Inc $7,956.29; Tritech Software Systems $8,042.48; West Central Communications Inc $2,917.99; West Central Mn Communities Action Inc $16,200.00; 28 payments less than $2000 $15,391.24. Motion to enter the Per Diem Expense Reports into the record, made by Wagner and seconded by Wildman, Carried Unanimously.

Informational updates were given by the County Attorney, County Administrator, and County Commissioners, and there being no other business before the Board, the meeting was adjourned by the Chair at 9:53 AM.
