NOTICE OF INTENT TO AMEND THE POPE COUNTY LAND USE CONTROLS ORDINANCE
Please take notice that on the 3rd day of September at 9:00 a.m. or shortly thereafter, the Pope County Board of Commissioners will hold a public hearing at the Pope County Courthouse, 3rd Floor Board Room, on proposed amendments to the Pope County Land Use Controls Ordinance. The sections of the ordinance to be amended include:
2.2 Definitions
Amending and providing definitions for access lot, administrator, controlled access lot, dwelling unit, primary dwelling unit, accessory dwelling unit, detached ADU, accessory structure ADU, attached ADU, accessory structure, guest quarter, industrial use, permeable pavement system, residential use, protected waters inventory (PWI) map.
10.12 Renewable Energy Systems
The effect of the amendment would be to clarify permit requirements as well as decommissioning plan and escrow requirements for all renewable energy systems.
10.4 Construction Erosion Control Standard
This section will be deleted as the content has been added to section 10.24 Stormwater Management.
10.24 Stormwater Management
The effect of the amendment would be to clarify impervious surface standards, the general stormwater and erosion control standards, stormwater management plan requirements, financial security requirements, and maintenance requirements.
11 Administration
The effect of the amendment would be to clarify: where permits are required; what is necessary to submit with permit applications; what the requirements are for sanitary, erosion and stormwater control; what the contractor responsibilities are; what construction requirements exist; provide clarification of Administrator duties; and allow for fee exceptions.
This hearing constitutes a notice of an intention to enact amendments to several sections of the Pope County Land Use Controls Ordinance in Pope County, MN.
Copies of the proposed amendment are available in the Land and Resource Management Department, and on the County website at www.popecountymn.gov.
