Official Proceedings Pope County  Board of Commissioners  Regular Board Meeting TUESDAY, AUGUST 16, 2022

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, August 16, 2022 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order by the Chair Larry Lindor at 9:00 AM with the following members also present: Paul Gerde, Nan Haggerty, Cody Rogahn, and Gordy Wagner.  Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were also present.  The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for August 2, 2022 were presented by Board Chair. Motion to approve the agenda as presented, made by Rogahn and seconded by Gerde, Withdrawn. Motion to approve the agenda as presented except for the removal of “Discussion Regarding County Investment Options and Interest Rates”, made by Wagner and seconded by Haggerty, Carried Unanimously. Motion to approve the Official Proceedings for the August 2, 2022 regular Board meeting as presented, with a correction to reflect a 4-1 approval vote with Haggerty voting Nay, for the Chlien RV IUP item, made by Haggerty and seconded by Gerde, Carried Unanimously.

Consider Resolution 202238 on EAW: Glenwood Gravel Pit expansion proposal. Owner: Hancock Concrete LLC was presented by David Green, Land & Resource Management Director. Motion to table the consideration of the Resolution and EAW determination for 30 days conditional on concurrence of the applicant to gather further information and comment on potential for project impact on wellhead protection area, made by Wagner and seconded by Rogahn, Withdrawn. Motion to adopt Resolution 202238 and the Record of Decision along with the Findings of Fact that support a negative declaration for the need of an EIS for the Glenwood Gravel Pit expansion proposal by Hancock Concrete, LLC, made by Gerde and seconded by Haggerty, and by the following vote, Ayes: Gerde, Haggerty, Lindor, Rogahn; Nays: Wagner; Carried.

Adopt Highway Department Title VI Implementation Plan was presented by Brian Giese, Engineer. Motion to approve the Pope County Highway Department Title VI and Non-Discrimination Implementation Plan, made by Haggerty and seconded by Rogahn, Carried Unanimously.

Consider Updates to the Pope County Purchasing Policy and Procedure Manual and Consider School Resource Officer Agreement between Pope County and Minnewaska School District were presented by Kersten Kappmeyer, Administrator. Motion to approve proposed changes to the Pope County Purchasing Policy and Procedure Manual as presented, made by Wagner and seconded by Gerde, Carried Unanimously. Motion to approve and authorize the Chair and Administrator to execute the School Resource Officer Agreement with Minnewaska Schools on behalf of Pope County, made by Rogahn and seconded by Gerde, Carried Unanimously.

Memorandum of Understanding for Pope County to Provide IT Services to West Central SWAT was presented by Bryan Gates, Information Technology Director. Motion to authorize the Chair and Administrator to execute the memorandum of understanding for Pope County IT to provide West Central SWAT with IT Services as needed, made by Wagner and seconded by Rogahn, Carried Unanimously.

An Informational Report by the Department of Natural Resources to Pope County Board on Area Activities was presented by Theresa Ebbinga and other Minnesota DNR Staff.

July 2022 Trial Balance and Fund Balance Analysis; Auditor Bills – July 13 – August 9, 2022; and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Kelly Detloff, Auditor/Treasurer’s Office. Motion to approve the July 2022 Trial Balance and Fund Analysis, made by Haggerty and seconded by Wagner, Carried Unanimously. Auditor Bills were presented as an informational item. Motion to approve payment of bills of $121,099.14 plus supplemental bills of $2,415.08 plus per diems and employee reimbursements of $2,843.98, totaling $126,358.20, made by Gerde and seconded by Rogahn, Carried Unanimously.

Update on Pope County Coroner/Medical Examiner Appointment and Update on Changes to CDC COVID-19 Guidance as of August 11, 2022 and Potential Policy Changes were presented by Kersten Kappmeyer, Administrator. An informational update was given on the timing of the transition approved by the Board related to the County Coroner position. Motion to approve and authorize the Chair and Administrator to sign and distribute the updated Pope County COVID-19 Response Policy to reflect updated CDC guidance, made by Wagner and seconded by Gerde, Carried Unanimously.

Informational updates were given by the Administrator and the Commissioners.

There being no other business before the Board, the meeting was adjourned by Chair Lindor at 11:07 AM.
