NOTICE OF PUBLIC MEETING AND PUBLIC HEARINGS
This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, February 23rd, 2023 beginning at or about 6:00 pm or shortly thereafter to include public hearings in consideration of the following agenda items:
• Review meeting minutes from January 26th, 2023 PAC meeting.
• New Business
o Conditional Use hearing on the application by BIOGASCO RNG LLC, if granted would allow applicants to construct and operate an anaerobic digester/biofuel conversion facility associated with a dairy operation in Westport Township in an Agriculture Protection (A-2) zoning district per section 7.3.A. of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Southeast Quarter (SE¼) of the Southwest Quarter (SW¼), Section 26, Township 126 (Westport), Range 36, Pope County, Minnesota.
o Public Hearing: A public hearing will be held to receive comments regarding the construction and operation of the anaerobic digester/biofuel conversion facility.
o Conditional Use hearing on the application by Matthew Zempel, if granted would allow applicant to operate a commercial firearms manufacturing, sales, transfers and permit to carry instruction, in an Agriculture Protection (A-2) zoning district. Land use is permissible as a Conditional Use Permit as per section 7.3.C and 7.3.O of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Southeast Quarter (SE¼) of the Northeast Quarter (NE¼), Section 4, Township 123 (Langhei), Range 39, Pope County, Minnesota.
o Public Hearing: A public hearing will be held to receive comments regarding the operation of a commercial firearms facility.
o Proposed Ordinance: A public hearing is scheduled for the purposes of gathering comments relating to a proposed Solid Waste Designation Ordinance for Pope County. All comments received will be prepared for consideration by the Board of County Commissioners.
o Public Hearing: A public hearing will be held to receive comments regarding the Solid Waste Designation Ordinance.
Public participation by interested parties and citizens will include an opportunity to:
1) submit written concerns and comment prior to the scheduled meeting. All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;
2) submit concerns and comments via Pope County’s Public Comment web map (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f)
3) review the staff prepared report via Pope County website;
4) observe and/or participate in the proceedings of the Planning Advisory Commission meeting.
