Regular Board Meeting

Tuesday, JANUARY 17, 2023

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, January 17, 2023 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 a.m. by the Chair, Gordy Wagner, with the following Board Members also present: Paul Gerde, Paul Gremmels, Larry Lindor, and Paul Wildman.  Kersten Kappmeyer, County Administrator, was also present; Neil Nelson, County Attorney was not present. The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for January 3, 2023 were presented by Board Chair. Motion to approve the agenda as presented, with the addition off the table of the item: Appointment of At Large Representative to the Pope County Extension Committee, made by Gerde and seconded by Wildman, Carried Unanimously. Motion to approve the Official Proceedings for January 3, 2023 as presented, with correction of the Public Hearing date for the 5-year Road Improvement Program Update to February 21, 2023, made by Lindor and seconded by Gremmels, Carried Unanimously.

Setting the County Board of Appeal and Equalization Date and Time was presented by Mike Wacker, Assessor. Motion to set County Board of Appeal and Equalization meeting on Monday, June 12, 2023 at 6:30 p.m. in the Third Floor Board Room, with appointments available until at least 7:00 p.m, made by Gerde and seconded by Lindor, Carried Unanimously.

Supplemental Appointment Designation to Central Minnesota Emergency Service Board, Consider Resolution 202302 Affirming and Clarifying Per Diem Paid as Reasonable Allowance for County Boards and Committees for 2023, Consider Amendment of Agreement with Pope County Attorney and Obenland & Nelson for Office Expenses, and Appointment of At Large Representative to the Pope County Extension Committee were presented by Kersten Kappmeyer, Administrator. Motion to appoint Tim Riley as main member and Kim Joos as alternate member to the Central Minnesota Emergency Services Board, made by Wildman and seconded by Gremmels, Carried Unanimously. Motion to adopt Resolution 202302 affirming and clarifying the per diem paid to County-appointed boards, advisory bodies, and committees without their own separate statutory authority to do so at $100 per day for 2023, made by Lindor and seconded by Gerde, Carried Unanimously. Motion to authorize the Chair and Administration to execute the agreement with the County Attorney and Obenland & Nelson of Glenwood for budgeted support and material expense for the County Attorney’s Office as presented, made by Lindor and seconded by Gremmels, Carried Unanimously. Motion to appoint Ann Grandy as an at-large member of the County Extension Committee for a term of three years beginning January 1, 2023 and ending December 31, 2025, made by Lindor and seconded by Gerde, Carried Unanimously. 

Auditor Bills –  December 14, 2022 – January 10, 2023 and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Stephanie Rust, Auditor/Treasurer.  Auditor Bills were presented as an informational item. Motion to approve payment of bills of $436,812.42 plus supplemental bills of $17,858.26 plus per diems and employee reimbursements of $1,612.842, totaling $456,283.52, made by Lindor and seconded by Gremmels, Carried Unanimously.

Informational updates were given by the County Administrator and Commissioners.  

There being no other business before the Board, the meeting was adjourned by the Chair at 10:48 a.m.
