Regular Board Meeting

Tuesday, NOVEMBER 21, 2023

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, November 21, 2023 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 AM by the Chair, Gordy Wagner, with the following Board Members also present: Paul Gerde, Paul Gremmels, Larry Lindor, and Paul Wildman.  Kersten Kappmeyer, County Administrator, and Neil Nelson, County Attorney, were present. The Pledge of Allegiance was recited.

Approval of Agenda and Approval of Official Proceedings for November 7, 2023 were presented by Chair Wagner. Motion to approve the agenda, with the removal of draft item #6 on Proposed AllPaid Contract with Auditor/Treasurer’s Office, made by Lindor and seconded by Wildman, Carried Unanimously. Motion to approve the Official Proceedings for November 21, 2023 as presented, made by Gerde and seconded by Gremmels, Carried Unanimously.

Appointment of the Pope County Surveyor for a Four-Year Term Beginning January 1, 2024 and Consider Resolution Recognizing the Service of Mike McMahon as Highway Maintenance Supervisor for Pope County were presented by Kersten Kappmeyer, Administrator. Motion to appoint Rodney Eldevik as the Pope County Surveyor for a new four-year term, effective January 1, 2024, made by Wildman and seconded by Lindor, Carried Unanimously. The Oath of Office was administered to Rod Eldevik as County Surveyor by Auditor/Treasurer Stephanie Rust. Motion to adopt Resolution 202327 Recognizing the Service of Mike McMahon as Highway Maintenance Supervisor for Pope County at his retirement, and thanking him for over 32 years of total service to the Pope County Highway Department, made by Gerde and seconded by Wildman, Carried Unanimously.

Consider Resolution on Leven Township – Local Road Improvement Program Project Sponsor Request was presented by Brian Wildman, Leven Township Supervisor, with Brian Giese, Engineer.  After discussion about the application procedure, party obligations, conditions, and parameters of LRIP and the Township’s application, a motion to adopt Resolution 202328 in support of the LRIP application of Leven Township, Glenwood Township, and the City of Glenwood for 210th Street with conditions as presented was made by Gerde, seconded by Lindor, and Carried Unanimously.

October 2023 Trial Balance and Fund Balance Analysis; Auditor Bills –  October 11 – November 14, 2023; and Payment of Bills was presented by Stephanie Rust, Auditor/Treasurer. Motion to approve the October 2023 Trial Balance and Fund Balance Analysis, made by Gerde and seconded by Wildman, Carried Unanimously. Auditor Bills were presented as an informational item. Motion to approve payment of bills of $97,295.17, made by Lindor and seconded by Gremmels, Carried Unanimously, and were paid as follows: Brownies Tire 6576.81; Counties Providing Technology 6818; Douglas County Jail 6983.34; Kris Engineering Inc 2402; Morris Electronics Inc 3423.74; Motorola Solutions Inc 8580; Nuss Truck & Equipment 6378.43; Prairie Lakes Youth Programs 12015; Pro-West & Associates Inc 3034.83; Pushpin 3316; Villard Implement Company 13929.25; West Central Communications Inc 5630.25; Western Prairie Human Services 3500; and 42 Payments less than 2000 14707.52.

Informational updates were given by the County Administrator and Commissioners.

There being no other business before the Board, the meeting was adjourned by the Chair at 10:10 AM.
