Regular Board Meeting

The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, June 18, 2024 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 AM by the Chair, Paul Gerde, with the following Board Members also present: Paul Gremmels, Larry Lindor, Gordy Wagner, and Paul Wildman.  Neil Nelson, County Attorney; and Kersten Kappmeyer, County Administrator, were also present.  The Pledge of Allegiance was recited.

Approval of Agenda; Approval of Official Proceedings for June 4, 2024; and Appoint Voting Delegate to the National Association of Counties (NACo) 2024 Convention were presented by Chair Gerde. Motion to approve the agenda as presented, made by Wildman and seconded by Gremmels, Carried Unanimously. Motion to approve the Official Proceedings for June 4, 2024 as presented, made by Lindor and seconded by Wagner, Carried Unanimously. Motion to designate Commissioner Larry Lindor as Pope County voting delegate to the National Association of Counties 2024 Convention, made by Wildman and seconded by Gremmels, Carried Unanimously. 

Accept Donation to the Pope County VSO from the Osakis VFW Post 7902 was presented by Jay Stewart, Veteran Services Officer. Motion to approve acceptance of a donation of $100 from the Osakis Veterans of Foreign Wars Post 7902 to the Pope County Vets Van Program as requested, made by Lindor and seconded by Wagner, Carried Unanimously. 

Interim Use Permit: Aggregate Mining and Processing (Central Specialties, Inc.; Walden Township) was presented by David Green, Land & Resource Management Director. Motion to approve the interim use permit application of Central Specialties Inc. and issue the permit for aggregate mining and processing with conditions and findings as recommended by the Planning Advisory Commission, except for the modification of the following conditions: #4 to allow for a temporary asphalt batch plant to be on site up to 120 days at a time; #10 to require compliance with a County-staff-approved reclamation plan; #11 to require $67,500 assurance in cash or bond form for each project phase; and #13 striking asphalt from the list of waste products not allowed on site, made by Lindor and seconded by Wildman, Carried Unanimously.

Request to Authorize ProWest & Associates Project Estimate was presented by Jessica Hill, Zoning Administrator. Motion to accept the proposal of ProWest & Associates for PLSS Corner Viewer & Document Integration services to be paid from the County’s PLSS Remonumentation Grant funds, and allow staff to execute agreements accordingly, made by Lindor and seconded by Gremmels, Carried Unanimously. 

Pope County HRA-EDA 2023 TIF Annual Disclosure Report; Tax Abatement – Parcel 27-0494-000 – Taxes Payable 2024; Value Abatement – Parcel 27-0494-000 – Taxes Payable 2025; Set Primary Canvassing Board Date; Auditor Bills – May 15 – June 11, 2024; May 2024 Trial Balance and Fund Balance Analysis; and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Kelly Detloff, Chief Deputy Auditor/Treasurer. The HRA-EDA 2023 TIF Annual Disclosure Report was presented as an informational item. Motion to approve the 2024 tax abatement in the amount of $189.00 for David Pearson on Parcel #27-0494-000, made by Wildman and seconded by Wagner, Carried Unanimously. Motion to approve the value abatement for taxes payable 2025 for David Pearson on Parcel #27-0494-000 as presented. This motion, made by Wildman and seconded by Wagner, Carried Unanimously. Motion to set the Primary Election Canvassing Board for August 16, 2024 at 9:00am in the Pope County Board Room and appoint Commissioner Lindor and Commissioner Gremmels to serve on the Board, made by Wildman and seconded by Wagner, Carried Unanimously. Auditor Bills – May 15 – June 11, 2024 was presented as an informational item. Motion to approve the May 2024 Trial Balance and Fund Analysis as presented, made by Lindor and seconded by Wagner, Carried Unanimously. Motion to approve payment of bills of $172,086.41 plus supplemental bills of $5,006.31 plus employee reimbursements of $2,769.84, totaling $179,862.56, made by Wagner and seconded by Wildman, Carried Unanimously, and were paid as follows: Visa $4,958.42; Counties Providing Technology $6,894.00; Crow River Construction Dust Control $24,345.06; Fauskee Oil Company $8,046.32; Grove Lake Lakeshore Asn $2,448.00; Hoplin-Hitchcock Funeral Home Inc $2,580.00; L & O Acres Transport Inc $2,581.63; Minnewaska Area Schools $75,000.00; Powers Striping $2,980.00; Prairie Lakes Coop- CHS $3,622.50; Prairie Lakes Youth Programs $11,696.07; Visa $6,348.28; White Cap, LP $6,275.00; 46 Payments less than $2000 $19,317.44.

Informational updates were given by the County Administrator and County Commissioners, and there being no other business before the Board, the meeting was adjourned by the Chair at 10:13 AM.
