The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, October 15, 2024 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 AM by the Chair, Paul Gerde, with the following Board Members also present: Paul Gremmels, Larry Lindor, Gordy Wagner, and Paul Wildman. Neil Nelson, County Attorney, and Kersten Kappmeyer, County Administrator, were also present. The Pledge of Allegiance was recited.
Approval of Agenda and Approval of Official Proceedings for October 1, 2024 were presented by Board Chair. Motion to approve the agenda as presented, made by Gremmels and seconded by Wildman, Carried Unanimously. Motion to approve the Official Proceedings for October 1, 2024 as presented, made by Lindor and seconded by Wildman, Carried Unanimously.
A motion was made by Wagner to open the public hearing as the Pope County Drainage Authority for the Pope County Annual Public Drainage Hearing, which was seconded by Lindor and Carried Unanimously. The public hearing was opened at 9:01 AM. Information was presented from a report made by Dave Orlowski, Drainage Inspector. After Board discussion, and with no members of the public present offering comment, a motion was made by Wildman to close the Pope County Annual Public Drainage Hearing, which was seconded by Gremmels and Carried Unanimously. The public hearing was closed at 9:49 AM. A motion was made by Lindor to approve the 2025 drainage liens as recommended in the Drainage Inspector’s Report, which was seconded by Wildman and Carried Unanimously.
Consider Resolution 202431 on Amendment of the Land Use Controls Ordinance, Sections 4.6.13, 5.6.1, and 5.6.3 was presented by David Green/Jessica Hill, Land & Resource Management Director. Motion to adopt Resolution 202431 amending the Land Use Controls Ordinance, sections 4.6.13, 5.6.1 and 5.6.3 on accessory structures and impervious surface as presented, made by Lindor and seconded by Wagner, Carried Unanimously.
Minnewaska Lake Association Revised Aquatic Invasive Species (AIS) Grant Request and City of Starbuck Aquatic Invasive Species (AIS) Grant Request were presented by Ralph Hanson, Land Use Specialist. Motion to approve the request from the Minnewaska Lake Association for AIS grant funding in the amounts of $6,607.90 for starry stonewort control and $8,260.48 for Eurasian watermilfoil control, made by Wagner and seconded by Wildman, Carried Unanimously. Motion to approve the request from the City of Starbuck for AIS Grant funding in the amount of $6,038.50 as presented, made by Wildman and seconded by Lindor, Carried Unanimously.
September 2024 Trial Balance and Fund Balance Analysis; 3rd Quarter 2024 Revenue Expenditure Budget Report; 3rd Quarter 2024 Journal Entries and Billing; Auditor Bills – September 11 – October 8, 2024; and Pay Bills, Supplemental Bills, Per Diems and Employee Reimbursements were presented by Stephanie Rust, Auditor/Treasurer. Motion to approve the September 2024 Trial Balance and Fund Analysis as presented, made by Gremmels and seconded by Wagner, Carried Unanimously. Motion to approve the 3rd Quarter 2024 Revenue Expenditure Budget Report as presented, made by Wildman and seconded by Lindor, Carried Unanimously. Motion to approve the 3rd Quarter 2024 Journal Entries and Billing, made by Lindor and seconded by Wildman, Carried Unanimously. Auditor Bills – September 11 – October 8, 2024 was presented as an informational item. Motion to approve payment of bills of $165,421.33 plus supplemental bills of $600.75 plus employee reimbursements of $4,313.35, totaling $170,335.43, made by Wagner and seconded by Gremmels, Carried Unanimously, and were paid as follows: Brownies Tire $4,020.56; Counties Providing Technology $6,894.00; Douglas County Jail $12,650.70; Fidlar Technologies Inc $5,434.00; Minnesota State Auditor $36,398.50; Motorola Solutions Inc $6,195.00; Pictometry International Corp $30,635.00; Pope County Tribune $2,081.10; Prairie Lakes Youth Programs $11,280.00; Rausch Granite Monument Co Inc $3,100.00; Rinke-Noonan $3,644.00; Viking Garage Door Company Inc $4,750.00; Villard Implement Company $11,507.38; Visa $8,250.21; 36 Payments less than $2000 $19,181.63.
Consider Resolution 202432 Supporting Operation Green Light for Veterans at Pope County; Consider Approval of the 2025-2027 Memorandum of Agreement with University of Minnesota Extension for Local Programming and Staff; Review of Appointment of MCIT Delegates for 2024 Annual Meeting; and County Report Discussion for District 4 Meeting on October 18, 2024, in Fergus Falls were presented by Kersten Kappmeyer, Administrator. Motion to adopt Resolution 202432 supporting and recognizing Operation Green Light for Veterans in Pope County during the week of November 4 to November 11, 2024, made by Wagner and seconded by Gremmels, Carried Unanimously. Motion to approve execution of the proposed Memorandum of Agreement with University of Minnesota Extension for local programming and staff expenses for 2025-2027 as presented, made by Wildman and seconded by Wagner, Carried Unanimously. Review of Appointment of MCIT Delegates for 2024 Annual Meeting and County Report Discussion for District 4 Meeting were presented as informational items.
Informational updates were given by the County Attorney, Administrator, and Commissioners, and there being no other business before the Board, the meeting was adjourned by the Chair at 11:08 AM.
