NOTICE OF PUBLIC MEETING

This is to notify the public that the meeting of the Pope County Planning Advisory Commission (PAC) will take place on Thursday, March 27th, 2025 beginning at or about 6:00 pm or shortly thereafter in the Pope County Courthouse, 3rd Floor Board Room, to consider the following agenda items:  

• Review meeting minutes from February 27th, 2025 BOA meeting

• Old Business

• New Business

o Interim Use hearing on the application by Blake and Erin Jaenisch, if granted would allow applicants to locate a recreational vehicle (RV) for more than 90 days in a Shoreland-Recreational Development (S-RD) zoning district, per section 10.15.B.3. of the Pope County Land Use Controls Ordinance. Parcel is described as: Lot 18 of West Shores, Section 35, Township 126 (Leven), Range 37, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the application to locate a recreational vehicle.

o Conditional Use hearing on the application by Anderson Family Farms, if granted would allow applicants to construct and operate a swine facility of up to 720 animal units (AU) in an Agriculture Protection (A-2) zoning district, per section 7.3.J. and 10.3 of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: The North Half (N ½), Section 25, Township 124 (Chippewa Falls), Range 37, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the application to construct and operate an animal feedlot.

o Conditional Use hearing on the application by Mike’s Auto Sales LLC, if granted would allow applicant to operate a used car dealership in a Non-Intensive Agriculture (A-1) zoning district, per section 6.3.S. of the Pope County Land Use Controls Ordinance. Parcel is described as being located in: Part of the Southwest Quarter (SW¼) of the Southeast Quarter (SE¼) of the Northwest Quarter (NW¼), Section 24, Township 126 (Ben Wade), Range 39, Pope County, Minnesota.

o Public Hearing: A public hearing will be held to receive comments regarding the application to operate a used car dealership.

o Ordinance Amendment Consideration:

• Solid Waste Ordinance

• Land Use Controls Ordinance

• Section 10.15 Recreational 

  Camping Vehicles (RVs)

• Section 10.30 Vacation 

  Home Rentals (VHR)

o Public Hearing: A public hearing will be held to receive comments regarding the proposed ordinance amendments.

Public participation by interested parties and citizens will include an opportunity to:

1) submit written concerns and comment prior to the scheduled meeting.  All such communications will be shared with the Planning Advisory Commission prior to or during the meeting;

2) submit concerns and comments via Pope County’s Public Comment web map, go to https://www.popecountymn.gov, at the top of the page hover over Government, then under Board of Adjustment/Planning Advisory Commission, select Submit a Public Comment or type in the following link to access the Public Comment web map: (https://popecounty.maps.arcgis.com/apps/webappviewer/index.html?id=22a203912a864a77b4cdabe672e35e3f) 

3) review the staff prepared report via Pope County website;

4) observe and/or participate by providing verbal comments in the Public Hearing portion of the Planning Advisory Commission meeting.
